Abu Dhabi, OpenAI Launch Machine-Readable Govt. Framework

⏱️ 3 min read

The Abu Dhabi Government and OpenAI have officially introduced the Machine-Readable Government (MRG) initiative. The framework translates established government regulations and policies into machine-readable formats, enabling AI systems to assist public sector experts in navigating complex administrative workflows.

The initiative is structured to automate routine regulatory compliance tasks, such as permit and certificate issuances. Ensuring every decision remains fully traceable to its governing rule, human oversight will be maintained throughout the process.

According to the announcement, the framework evaluates case inputs against codified policies to generate decisions linked directly to relevant clauses. High-stakes determinations or decisions materially affecting individual rights, eligibility, or access to essential services remain strictly under human evaluation.

Leadership Perspectives on Machine-Readable Government Framework

Sam Altman, Chief Executive Officer at OpenAI, stated: “Making AI accessible for everyone requires transforming public sector delivery, helping it become faster, more responsive and more effective. By making certain laws machine-readable, while keeping people in control of decision-making, Abu Dhabi has set a new standard for AI-enabled public services. We’re proud to support Abu Dhabi’s AI vision, grounded in our shared commitment of responsible innovation.”

His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi (DGE), said: “When we set out to build the world’s first AI-native government, we knew that applying AI to old processes would only take us so far. The harder task was making policy itself intelligent, and that is what a Machine-Readable Government does. The rules that shape daily life, how a permit is approved, how a tender is decided, how a service reaches the public, will now be as capable as the systems we build to serve our people. It is the connective tissue between Abu Dhabi’s ambition and its delivery, and it puts us on a path no other government has yet taken.”

Implementation and Infrastructure

The initiative is led and governed by the Department of Government Enablement – Abu Dhabi (DGE). The initial pilot is live with the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) for food imports, developed in collaboration with Inception42, a G42 company.

Future rollouts plan to expand MRG across several government sectors, including:

  • Construction permitting
  • Business and freelance licensing
  • Data access governance
  • HR compliance
  • Procurement

AI processing for the initiative utilizes OpenAI’s UAE inference residency, operating on GPUs within local data centers under a fail-closed security architecture governed by UAE cybersecurity standards and local laws. The release notes that the Abu Dhabi government retains full ownership of generated data, and user data is excluded from training AI models.

MRG forms part of the Abu Dhabi Government Digital Strategy 2025 to 2027 and is scheduled for integration with the unified service platform, TAMM.
